Mang Andoy makes signs. One day, the mayor comes in and says their town is in chaos, they need to put up signs for people to strictly follow. So Mang Andoy made signs that said - NO LITTERING! NO LOITERING! DO NOT CROSS THE STREET. Little Luisa saw the signs and asked her grandfather, "Is the Mayor mad at us?" This inspired Mang Andoy to make a whole new set of signs and they turned out to be very effective!
